Under Section 12A (1) (b), define the
term College as any Institution, whether known as such or by any other name
which provides for a course of study for obtaining any qualification from a
university and which in accordance with the rules and regulations of
university, is recognized as competent to provide for such course of study and
present students undergoing such course of study for the examination for the
award of such qualification.

(i) University/
Constituent College

University
Colleges are not to be confused with Colleges in University or Colleges named as
Universities. These are independent higher education institution which have the
power to awards degrees but do not have a university status (TargerStudy,
2016). In short colleges maintained by the University.

(ii) Affiliated
College

A College can
be a part of University or Affiliated with a University. The Colleges offers study
programmes under university affiliation (TargerStudy, 2016).

Some colleges
are given Autonomous Status. UGC has introduced a scheme of Autonomous colleges
keeping in view the objectives of the National Education Policy (NPE)
(1986-92). All Colleges under Section 2(f) & 12(b) of the UGC Act are
eligible under the Scheme.

UGC created a
higher education body in 1994 at Bangalore (Karnataka) on the committee
recommendation of NPE in 1986. This is National Accreditation and Assessment
Council (NAAC) which strives for quality and excellence in higher education and
advocates for enhancing the role of library and Information Services in
improving academic environment. NAAC design and developed a set of best
practices in academic libraries and presented under the four broad subject
areas in Library and Information Sciences is as follows:

In colleges, library occupies a
prominent position. It is an important and integral part of the teaching
programme. It is not merely a depository of books, but an active
workshop instrumental in the production of original thinking. It extends
opportunities for self-education to the enthusiastic students without any distinction.
College libraries develop in each student a sense of
responsibility in the pursuit of knowledge. Libraries are the real centres of
learning. The realization of the objectives of education will be possible only
with an adequately conceived system of libraries.

In general a college is regarded as
an institution of higher learning which usually offers a three
years or a four years course after school education leading to a bachelor’s
degree. Some of the larger colleges also offer courses leading to Master’s
degree.

Colleges in India play a crucial role
in developing and promoting higher education

A library attached to any educational Institution
is known as academic library. The college library acts as an auxiliary
unit to present institution in conveying out its objective effectively. It is
an important intellectual resource of the academic community or it helps
them in their self intellectual development to fulfill their curriculum requirements
and to promote knowledge. Therefore education and library have become so intervened
that one cannot exists without the other. They always go hand in hand.

The actual knowledge comes through the
intensive use of the knowledge contained in the books in the college
libraries. In other words, the use of the college libraries is not only useful
but it is also indispensable. However, it is certain that without a
good college library, it will not be possible to maintain the standards of
teaching and study in the colleges.

A college
usually means educational establishment training. It opens to its entrant’s
new vistas of knowledge; a sense of purpose and values enables them
responsive to the problems faced by the contemporary society and
motivates them to contribute their mite to the welfare of the fellow beings. The
education imparted therefore should be valuable, meaningful and relevant. In
such an educational process, the college libraries play a vital role.
They provide room and give encouragement to the fulfillment of
individual needs and requirements. The learning which takes place
within the four walls of class room or laboratory is supplemented
and complimented by a variety of resources and competent staff of
a very effective library.

A well-organized
library is essential for the teaching-learning process in a college, especially
when the emphasis is shifted from class room teaching to learning
centered process. A well equipped library is essential to a full and
liberal education and to the general life of a college. It is a true laboratory,
from which the users can get new ideas, assimilate them, experiment with
them and thus receive quality education which may prepare them for a
more meaningful role in lives.

Education
is a lifelong process. Hence the users of the college library are to be made as
information literates by conducting information literacy programmes to them.

An
efficient college library should have the followings key components for providing very
effective library and information services
to its end users.

A good
collection of books and other learning
and teaching materials;

The
user community, comprising of students,
teachers, supporting staff, college, management and others getting required
and standard library and information services;

·        
Very
good physical facilities like
library building, furniture and equipment;

·        
Staff of
the library;

·        
The
college management; and

·        
Finance.
